Land Use & Land Use Litigation

Primary Focus & Experience


Isaac assists clients with land use and environmental issues impacting their projects throughout Washington. He helps clients understand and comply with zoning and development regulations in a variety of legal contexts.

Isaac helps projects in urban, suburban and rural jurisdictions. His clients range from large-scale multifamily and warehouse-logistics developments to upscale single-family home projects to Washington State’s largest school district. His work includes project permitting, SEPA and design review litigation, land use code compliance, Growth Management Act litigation and comprehensive plan amendments.

Prior to joining McCullough Hill PLLC, Isaac served as a Legal Extern with the Seattle City Attorney’s Land Use Section, and prior to that as a Legal Extern with the Master Builders Association of Pierce County. In those roles, Isaac was involved in land use issues including impact fees, Growth Management Act planning, Shoreline Management Act compliance, SEPA regulatory procedure, and litigation before the Seattle Hearing Examiner.

Isaac is active in the community and volunteers for his children’s sports and school activities and is a board member at his church. He lives in Seattle’s Greenwood neighborhood with his wife, two sons, and a Tibetan terrier named Gene Parmesan. In his time outside work Isaac enjoys family walks, reading, following local politics, and being disappointed by Seattle sports teams.

Representative Transactions: Land Use Litigation


  • Representing Washington State’s largest school district against SEPA and code departures appeals.
  • Representing multifamily developers against design review appeal before the City of Seattle Hearing Examiner.
  • Representing multi-county builders association in successful settlement agreements regarding the implementation of suburban tree code regulations.

Representative Transactions: Land Use Compliance and Policy


  • Assisting national and local industrial developers with project permitting and nonconforming use issues in multiple jurisdictions across King, Pierce, Clark Counties
  • Assisting commercial clients in establishing use rights for both nonconforming and new uses
  • Assisting clients engage in comprehensive plan amendment and periodic update processes in jurisdictions throughout Washington State
  • Assisting clients with compliance issues under Seattle’s Industrial and Maritime Strategy.
